CITB Support

CITB Levy 

CONSTRUCT lobbied CITB for a levy payment holiday and deferral of payments, which has achieved some result. The deadline was extended until September 2020 with payments spread over 12 months. The amount for the full year will, however, still be payable – i.e. there is no discount, just a delay in employers’ requirement to pay. CITB are also raising the threshold at which companies are liable for Levy from £80,000 to £120,000.

CITB cannot simply reduce the levy amount this year due to the legislation that surrounds the levy, however, they have agreed with government reduce the levy amount by 50% for the 2021/22 year spread over 6 months, collected from September 2021 to March 2022. This means, over the two years, you will pay 25% less levy than normal over the two years.

The consensus process was cancelled for 2020 and the consensus process is due to take place in 2021, where members will be asked for their views for us to feed in.

Funding Claim Deadline

The 20-week deadline for submitting funding claims has been reinstated following a temporary suspension in 2020.

Apprenticeship Achievement Grants 

There is a delay in Apprenticeship completion certificates being issued by centres. As a result of this, CITB are currently accepting email confirmation of achievement from the awarding body, in lieu of the certificate, when applying for Apprenticeship achievement grant.​

This applies to Apprenticeship achievements, Short period qualifications and Long period qualifications.

HS&E Test for Card Renewals 

Pearson Professional Centres continue to operate the HS&E test in England and Scotland, following Government guidance, tiered systems and restrictions when required. Please check your test confirmation email or letter for details of safety measures at the Test Centre including the requirement to wear face coverings, or for any changes to your scheduled appointment. Testing in Pearson Professional Centres is currently suspended in Wales, this will be reviewed in line with any changes to the Government guidelines.

Many Independent Test Centres have closed across the four nations of the UK. CONSTRUCT is working with the card schemes for flexibility guidelines for primary contractors similar to the flexibility at the start of the pandemic.
